Once Install macOS Ventura.app is in your Applications folder, plug in a USB drive named MyVolume (it will be erased) and run:

sudo /Applications/Install\ macOS\ Ventura.app/Contents/Resources/createinstallmedia --volume /Volumes/MyVolume
