Your App Store purchase history
If you (or the Apple Account you're signed in with) downloaded Mavericks back in 2013–2014, it may still appear in the App Store under your account › Purchased. This is the only official route.
Use Yosemite or El Capitan instead
Every Mac that runs Mavericks can also run El Capitan, which Apple still offers as a free download.
